We lived at that end of downtown when we first arrived in New Westminster, BC in 1996. We rented for two years before we bought the apartment we're living in right now. Our address was 828 Agnes Street.
As I was walking back from Columbia Square I couldn't help but notice how different things are today. In the image I snapped this morning, one can see three small buildings in the foreground from the left side of the image to its center. We lived on the 10th floor in the one at the left edge. Before 1998, they were the only towers in the area. Everything else was built between then and now.

This picture was taken on film in July of 1996. A lot has changed in 29 years. There was a parking lot behind a much smaller New Westminster SkyTrain Station. No other towers existed in the area. This was shot approximately from the rear wall of The Old Spaghetti Factory. Our balcony was a small one on the building to the right of this image.
